PPEA– Public-Private Education Act

The Virginia Public-Private Education Act (PPEA) of 2002 provides our alternative procurement method to state agencies. PPEA brings private funding and/or private risk to public projects. This method is a faster mechanism for completing projects, allows for creative financing and brings innovative thinking and vision from the private sector to public projects.

Do not be fooled by the name, PPEA can be implemented on any building or facility for use by a public entity, not just education facilities. As an owner you may solicit for a PPEA or receive an unsolicited PPEA from a private entity. The PPEA proposal will include the design, construction, and financing of the project. As an owner, you will have one point of responsibility, Nielsen, for the entire project.
